It is a PAL version. And the normal and debug/beta PAL versions have different audio microcodes.

only thing i have left to do is make music play back at the right rate. not sure the correct way to go about that. there's probably a global tempo controller.

You have a bad ROM.
The BPS patch will ONLY work on the exact same ROM that spinout used to create it.

I replaced debug symbols/textures IIRC for the no day 3 hack. It was always loaded for some reason so I was like let's use it.
